Decision mode flag CCI_ENABLE_LIVE_DECISIONS defaults to false — real records are read; decisions are simulated, not written.
Live link generation gated by CCI_DEV_ACCESS_SECRET so anonymous visitors cannot mint links for arbitrary Opportunity IDs.
